Personal users / Researchers can't receive email notifications while a customer configured so in the User profile > Email settings.
Notification emails and messages will be triggered only after the user's first login. So make sure that a user (NOT by someone log-in on behalf using "user switch") has logged into Pure as a user at least once.
If you wish to change this behavior, go to Administrator > System settings > Pure mail and toggle On/Off "Only send email messages to users that have logged into Pure":
